If particles are toggled ON, you can control the maximum number of particles you see at once by adjusting the slider at Preferences >> Graphics >> Max Particle Count. If there isn't, that's your problem. I'm not wearing a facelight for your super optimized perfectly wonderful windlight enabled super viewer. Setting a windlight is so easy.
