If you have a rule that blocks access to certain URLs above the rule that allows DHCP, ISA will block DHCP. Imagine having to configure each and every client manually - it would take up a lot of time and require far more troubleshooting if a problem was to arise.
Since you are on a NAT box, I believe this is coming from withing your LAN. There does not seem to be a physical problem, as I can set a static IP address that will work just fine. In this example I have excluded a range of IP addresses, 10.0.0.100 to 10.0.0.110, and a single address, 10.0.0.150. I know you've said you've tested that, but if you have a rogue DHCP server, and yours isn't authorised, that will cause mayhem.
I rebuilt the scope, I unauthorized and reauthorized the scope, and I reconciled the scope with the registry, in short everything that I could think to do when rebuilding the scope Per a correction to your earlier comment, the Netopia inside addr (192.168.1.254) is configurable.. Example: 192.168.1.1 to 192.168.1.50 for fixed. (For Scope and address pool) 192.168.1.51 to 192.168.1.254 for DHCP leases. In your case haident, that would be the one where the subkey 'IpAddress' reads 192.168.1.1) and note the Guid in question. 3. Most Internet Service Providers use DHCP to assign new IP addresses to client computers when a customer connects to the internet - this simplifies things at user level. and, you can easily check for 'rogue' DHCP servers using Wireshark (or Ethereal as is used to be called). You shouldn't, and can't disable the firewall on SBS client machines bacause it is controlled by an SBS domain policy.

There were network wide problems with browsing as well, with only a partial browse list available but not the same machines visible from view to view. When i tried other clients that already had a DHCP assigned address they would not renew either. I am thinking your Netopia id not configured properly.
good luck, and this is a great way to learn some new tools. When you use this subnet the range you enter into ISA will be 192.168.16.0 – 192.168.16.255. You are able to add an exclusion by right clicking the address pool text on the left hand side of the mmc window and selecting "new exclusion range". You could also install wireshark or similar on the SBS and a test laptop to get visibility of the dhcp requests.
